PURCHASES OVER $30,700

PUBLICLY ADVERTISED BIDS

The Purchasing Department will conduct open and competitive advertised bidding for purchases above this threshold. Requesting departments must submit a completed Request for Quotation Form, along with a written scope of work and specifications to the Purchasing Department via email.  In addition, the department may provide a list of vendors to whom they would like the Request for Proposal (RFP) to be sent.

BOARD WAIVERS

• Under the State College Contracts Law, any contract, purchase, or agreement may be made, negotiated or awarded by resolution at a public meeting of the Board of Trustees without publicly advertising for bids to procure specific goods and services for which the amount exceeds the advertised bid threshold (currently $30,700).
• There are 27 categories of exceptions that may warrant a board waiver. If you need further clarification whether a particular good or service fits into one of these categories, please contact the purchasing department for assistance.
• Despite a commodity qualifying for the waiver of advertising, it does not eliminate the requirement that the requesting departments obtain proposals for cost comparisons, nor does it eliminate the need for detailed explanation as to how the waiving of advertising will be of benefit to the College.

 

Board of Trustees Waiver Requests should be addressed to the Treasurer from the appropriate Cabinet Officer justifying the circumstance of the waiver request.   The justification should include the following:

• Description of service or item being purchased
• Rationale for waiver of public advertisement
• Number of vendors contacted (at least three if possible) including name and amount of quote (if sole source, please identify)
