This informational material will explain telephone services offered to residential students at The College of New Jersey and try to anticipate questions that you may have.  Please also review the Terms and Conditions found at the Telecommunications Web Site. If you choose to have Basic Telephone Service only, you DO NOT need to submit an application for TCNJ Full Residence Hall Telephone Service.

 

 

BASIC TELEPHONE SERVICE

 

Basic Student Telephone Service is provided to each residence hall room. This service includes one telephone set and one phonemail box per room and the ability to make and receive on-campus calls only . (Basic Service DOES NOT permit incoming calls to be received from off-campus nor the ability to make local, long distance, or toll free calls from the extension.  See Full Service listed below for these services.) Please note: A telephone or answering machine brought from home will be incompatible with our telecommunication system.

 

 

FULL RESIDENCE HALL TELEPHONE SERVICE

 

Full Residence Hall Telephone Service is a combination of telecommunication services provided by The College of New Jersey to each residence hall room at substantial savings to the student.  This service includes long distance service and local calling for a monthly line charge. Unlimited incoming calls and on-campus calling are also included.

REQUESTING FULL RESIDENCE HALL TELEPHONE SERVICE

 

You will be required to complete an “Application for TCNJ Full Residence Hall Telephone Service” form and submit it to the Office of Telecommunications either by mail or in person (see below for instructions on completing the application).  The application can be printed off of our web page or it can be picked up in our office. The cost to activate your service is $40 for the school year. The signed application signifies that you have read and understand the Terms and Conditions and agree to abide by all its rules.  After your application is accepted, you will be assigned a personal authorization number (similar to a telephone credit card) which will be required for ALL off-campus calls.  Authorization codes should not be shared! Disputes over shared use are the responsibility of the parties involved. Telecommunications considers the student to whom the account authorization code is assigned responsible for all fees charged to and all calls made from the account.

 

 

SUBMITTING APPLICATIONS

 

If you are mailing in your application, DO NOT SUBMIT THE $40 ACTIVATION FEE WITH YOUR APPLICATION. The $40 fee will be charged to your account and will appear on your first telephone bill.

Telecommunications offers service in a package plan format similar to those offered by cellular phone companies.   We are also offer a Standard Calling Plan.

All calling plan packages include local, long-distance and toll-free calling in the included minutes. Calls made after the included minutes have expired are charged a per-minute rate as indicated under “Additional Minutes”.

 

Only plans E, F and G include International calling in the plan. International calls made under plans A, B, C, D   and the Standard Calling Plan will be charged at the normal International rates. Please call Telecommunications (x2595) for these rates.

 

You must indicate your desired plan when you fill out the Application. If you submit an Application and do not select a plan, the Standard Plan will automatically be selected for you.

 

Monthly Fees for service activation will be prorated for applications received after the fifteenth of the month. For applications received between the 1 st and the 15 th of the month, the full monthly rate will apply. For applications received after the 15 th of the month through the end of the month a 50% discount will apply.

 

Telecommunications will allow for one free plan change during the Academic Year.   Additional plan changes will incur a $10 processing fee, applied to your account for the current billing cycle. Plan changes (including minutes, monthly fee, and overage rates) will not take affect until the next billing cycle.

 

 

AUTHORIZATION CODES

 

Authorization Codes are required in order to place an outgoing, off-campus call your telephone. This applies for either long-distance, local or toll-free calls. The Authorization Code prevents others from placing off-campus calls on the telephone, securing your monthly minutes if you chose a calling plan based on minutes.

 

Each person is responsible for his/her authorization code.  It should be protected in the same manner as a credit card or a PIN number.  Do not share it with roommates or leave it lying around for others to see.  WARNING: The unauthorized use of any authorization code not belonging to the user will be reported to Campus Police and, upon investigation, the unauthorized user may be prosecuted to the fullest extent of the law.   Additional fines and penalties will be assessed.

 

 

OBTAINING AN AUTHORIZATION CODE

 

Authorization codes are distributed via the Online Authorization Code Lookup Form, accessible from the Telecommunications web site ( http://www.tcnj.edu/~nts/telephone/).   For security purposes you will be asked to provide your TCNJ UNIX login ID, password, and your student ID (CWID) number.

 

 

LOSS OR MISUSE OF AUTHORIZATION CODES

 

You are responsible for ALL calls made with your personal authorization code until the Office of Telecommunications receives notice from you in person to cancel the code.  There is a $5 charge for replacing authorization codes that are lost or misused by others. The Office of Telecommunications monitors account activity periodically, attempting to identify patterns of abuse. However it is ultimately the responsibility of the student named on the account to review account usage and alert Telecommunications to suspected inappropriate use.  In the event that the Office of Telecommunications finds abuse or improper use of the system, your service will be suspended immediately.  This action may be taken to protect you from possible misuse of your authorization code by others.  REMEMBER, your personal authorization code should be treated the way you would a credit card or PIN number.  Do not leave it out in your room for others to see and do not share it with others.

 

 

RECEIVING MY BILL

 

Each service subscriber will be billed on a monthly billing cycle from September through May. The monthly service fees for the months of December, January, March, and May are prorated on a week basis adjusting for breaks, so those bills will be for less than a full month.  In accordance with The College of New Jersey Email policy (April 2001), all phone bills will be distributed via email to your TCNJ student email account. It is the responsibility of all students to check their TCNJ email for their phone bill each month, and to maintain their account so that they can receive their bill. Email bills will not be re-sent. To ensure compliance with FERPA regulations, bills will only be sent to the TCNJ email account of the student responsible for each telephone service account. Your telephone account can also be viewed online at the Telecommunications web site, although this online system does not generate invoices for billing. If you have not received your bill by the tenth of the month, please call our office at x2595. You may stop by the office to request a paper copy of your bill if necessary.

 

 

BILLABLE ITEMS

 

You will be billed on a monthly basis at rates described in your chosen calling plan. All off-campus calls (local, long distance or toll-free) and International calls, if included, placed using your authorization code from any campus extension will be included in your plan minutes.   A monthly line charge is assessed based on the calling plan you have chosen. Rates for calls placed once your calling plan minutes have expired will be charged as described in your chosen plan. If your plan does not include International calls, please call our office (x2595) for the current International rate for your particular call before you dial.  We will need the country code, city code, and first few digits of the phone number you will be dialing so have this information ready when you contact us.  

NOT INCLUDED in your calling plan (calls you will be billed for at current rates) are 800 numbers which are directed to 900 numbers and all calls placed to Information/Directory Assistance. These calls will be billed to your account separately.

 

 

OTHER BILLABLE CHARGES

 

You may be billed for unanswered calls if you listen to a busy signal for 45 seconds or if you allow the phone to ring for 45 seconds after completion of dialing a long distance number.  You will be charged for a one minute call.   Credit will not be issued for these calls.

 

 

COLLECT AND THIRD PARTY CALLS

 

Students in residence halls are prohibited from billing any calls, telegrams or services directly to their residence hall telephone numbers (e.g. accepting collect or third party calls) since the telephone number belongs to The College.  The cost of the collect call or service, plus a handling fee of $10 for each call accepted or service billed, will be charged to the student found to have accepted or placed such calls.  If the responsible individual cannot be determined, the cost will be shared by each student residing in the room (at the time of the call/s) where the extension that the call was billed to is located.  

 

 

PAYING MY BILL

 

An account with Telecommunications will be established in your name.  You will receive a monthly billing statement which will inform you of your charges.  Bills will be distributed via email to your TCNJ email account. Telephone bills must be paid in full by the bill due date.   Beginning in September of 2007, all Payments must be made to the Office of Student Financial Services.   Please visit their web page to view their available payment options, (http://www.tcnj.edu/~sfs/account/payoptions.html). The Office of Telecommunications will no longer accept payments.   

 

The Office of Telecommunications is located in Green Hall, Rm 20.   Hours are 8:30 a.m. - 4 p.m. Monday through Friday .   Due to renovations in Room 20, we will temporarily be located in Room 16.

 

 


SERVICE SUSPENSION

 

Your service may be suspended if there is abnormal activity or if there is unauthorized or unlawful use of the telephone.  Your calling privileges may also be suspended for non-payment.  A $20 fee will be required to restore telephone service.  Please remember that when your service is suspended, your monthly recurring charges will continue to accrue until you fill out a “Cancellation of Service” form and submit it to the Office of Telecommunications.

 

HOW WILL I KNOW IF MY SERVICE IS SUSPENDED?

 

The ability to place off-campus telephone calls will be denied to you.  Suspension should not be a reason to panic.  We suggest you contact the Office of Telecommunications as soon as possible to determine the reason for suspension

 

 

SERVICE CANCELLATION

 

You may cancel your telephone service at any time, but you must request to have your service cancelled.  You will need to fill out a "Cancellation of Service" form and settle all outstanding accounts. Telecommunications can not consider an idle or delinquent account as an indication of intent to cancel. As the student whose name is assigned to the account, you are responsible and liable for all charges (i.e. toll charges, monthly recurring charges, and any miscellaneous charges) until the cancellation form is received by the Office of Telecommunications.  The Office of Telecommunications may also cancel your service for unauthorized or unlawful use of the telephone.  Cancellation for other than voluntary reasons may result in additional charges and/or terms or conditions being established prior to reinstatement of your service.

 

 

UNPAID BALANCES

 

Students with unpaid balances (e.g. balances outstanding at the time the student leaves The College, or balances which have resulted in suspension or cancellation of service) will have these balances reported to the Office of Student Financial Services for collection.  You will be responsible for all collection costs including attorney and court costs.  Further, you may be denied permission to register for additional classes, receive transcripts, or obtain other College services until these balances are paid.

 

 

TELEPHONE REPAIRS

 

The College provides repair service during normal business hours.  You are responsible for alerting Telecommunications that a repair is required and for arranging access to your room and to the telephone equipment. Telecommunications staff are unable to move furniture to access the phone or the phone jack.  You will NOT be charged for repairs except for willful neglect, vandalism or stolen equipment.   For repair service dial x2595.

 

 

STOLEN OR DAMAGED TELEPHONES

 

Students will be responsible for telephones and related equipment which are broken or damaged beyond normal wear and tear.  Replacement cost of Rolmphone 120 is $35 (subject to change).  Additional information regarding The College of New Jersey's telecommunication system is provided in the Student Telecommunications Terms and Conditions.

 

 

HARRASSING TELEPHONE CALLS

 

Report any obscene or harassing telephone calls immediately to Campus Police, x2167.

LONG DISTANCE INFORMATION

 

International Calls:

The rates for international calls vary and can be more than you expect to pay.  Please call our office (x2595) to obtain rate information for the country you will be calling before you dial.  You will be responsible to pay for all international calls made with your authorization code so know the rate before you call.  To better assist you, we will need the country code, city code, and the first few digits of the phone number you will be dialing.  Please have this information ready when you call or stop in.  (To make an international call: Dial 8, 0, 1, 1, country code, city code, phone number, your authorization code)

 

FCC COMPLIANCE:

Currently, The College of New Jersey has selected Verizon long distance service for all calls made outside the local calling area.

 

For Verizon Customer Information call 1-800-339-9911. To reach other long distance carriers dial the 800 number furnished to you by that carrier (telephone credit card).   Direct comments or complaints to:
