TELECOMMUNICATIONS

 

TERMS AND CONDITIONS

 


A) Basic Student Telephone Service is provided to each residence hall room. Basic Student Service includes one telephone set and one Phonemail box per room and the ability to make and receive ON-CAMPUS calls only! If you choose to have Basic Telephone Service only, you DO NOT need to submit an application for TCNJ Full Residence Hall Service

 

B) All occupants of a room are equally responsible for the condition of the provided telephone set and wiring. Any damage to telephone sets and/or cable wiring in student rooms will be the responsibility of the occupant/s. Telephone sets and wiring may not be altered except by authorized College personnel. IN CASES OF DAMAGED, ALTERED, OR REMOVED TELEPHONES OR RELATED COMPONENTS, THE STUDENT OCCUPANTS ASSIGNED TO THE ROOM WILL BE CHARGED THE COST OF REPLACEMENT.   THE CURRENT COST OF THE DIGITAL ROLMPHONE 120 IS $35. (SUBJECT TO CHANGE)

 

C)  Students in the residence halls are prohibited from billing any calls, telegrams or services directly to their residence hall telephone number (e.g. accepting collect or third party calls) since the telephone number belongs to the College.  Any services so ordered will be canceled. Students must use their home telephone number as the billing number for any such services. The cost of the collect call or service, plus a handling fee of $10 for each call accepted or service billed, will be charged to the student found to have accepted or placed such calls. If the responsible individual cannot be determined, the cost will be shared by each student residing in the room (at the time of the call/s) where the extension that the call was billed to is located.   Violation of this provision may result in suspension or cancellation of telephone service.

 

D) Full Residence Hall Telephone Service , which permits off-campus calling (local, long distance, and toll-free) from residence hall rooms may be obtained through the Office of Telecommunications subject to the following Terms and Conditions.

 

-- 1.   Telephone service is offered to Resident students who are in good standing with The College.  Telecommunications reserves the right to consider previous payment history with our office and/or with other College services in determining the acceptance of a request for telephone service.  (An example of a good payment record: Having your previous payments in by the due date every month and not having your service disabled for non-payment.)

 

-- 2.   A completed "Application for TCNJ Full Residence Hall Telephone Service" form is required prior to Telecommunications accepting an individual for full telephone service.  This agreement is not transferable.  The responsibility for full payment of all charges incurred remains with the individual applying for service. The application can be printed off of our web page or it can be picked up in our office.

 

-- 3.   Each individual accepted for service will be issued a personal authorization code, which will be required to place any calls from a residence hall phone.  Personal authorization codes are distributed online via the Online Authorization Code Lookup Form, accessible from the Telecommunications web page, ( http://www.tcnj.edu/~nts/telephone).   THE INDIVIDUAL IS RESPONSIBLE FOR ALL CHARGES (WITHOUT EXCEPTION) CHARGED TO HIS/HER PERSONAL AUTHORIZATION CODE UNTIL THE TELECOMMUNICATIONS OFFICE RECEIVES NOTICE FROM THE STUDENT IN PERSON TO CANCEL HIS/HER CODE. A $5.00 CHARGE WILL BE ASSESSED IN ORDER TO ISSUE A NEW AUTHORIZATION CODE IN THE EVENT THAT A CODE IS LOST OR MISUSED BY OTHERS.  WARNING: The unauthorized use of any authorization code not belonging to the user will be reported to Campus Police and, upon investigation, the unauthorized user may be prosecuted to the fullest extent of the law. Additional fines and penalties will be assessed.

 

-- 4.   In accordance with The College of New Jersey email policy, all student phone bills will be distributed via email to the student’s TCNJ email account. Bills are distributed as close to the first day of the month as possible. It is the responsibility of all students to check their TCNJ email for their phone bill each month. Bills can also be viewed online through the Telecommunications web site. Student telephone bills are considered protected information under FERPA guidelines. To ensure compliance with these guidelines, bills can only be transmitted to the student’s TCNJ email account.

 

 

-- 5.   Telephone service subscribers will be billed on a monthly cycle for all calls.  Beginning in September of 2007, all Payments must be made to the Office of Student Accounts.   Please visit their web page to view   payment options and terms, ( http://www.tcnj.edu/~sfs/account/payoptions.html). The Office of Telecommunications will no longer accept payments.   Telephone bills must be paid in full by the due date.  Failure to do so will result in suspension of calling privileges. A $20 Reconnect Fee will be assessed to restore full service. The months of December, January, March and May are billed for less than a full month (prorated) to account for College breaks.

 

-- 6.   You will be billed on a monthly basis at rates described in your chosen calling plan. All off-campus calls, (local, long distance or toll-free), and International if included, placed using your authorization code from any campus extension will be included in your plan minutes.   A monthly line charge is assessed based on the calling plan you have chosen. Rates for calls placed once your calling plan minutes have expired will be charged as described in your chosen plan. If your plan does not include International calls, please call us for the current International rate for your particular call before you dial.  We will need the country code, city code, and first few digits of the phone number you will be dialing so have this information ready when you contact us.  

NOT INCLUDED in your calling plan (calls you will be billed for at current rates) are 800 numbers which are directed to 900 numbers and all calls placed to Information/Directory Assistance. These calls will be billed to your account separately.

 

--7.   Billing for calls is based on timing parameters.  You may be billed for unanswered calls if you listen to a busy signal for 45 seconds or longer, or if you allow the phone to ring for 45 seconds or longer after completion of dialing the last digit of a phone number.  You will be charged for a one-minute call.  Credit will not be issued for these calls.

 

-- 8.   Checks returned for insufficient funds may be subject to a processing fee per the Office of Student Financial Services.   Calling privileges may be suspended until the outstanding balance is paid.

 

-- 9.   The College reserves the right to suspend service without prior notice if there is abnormal activity or if there is unauthorized or unlawful use of the telephone.  Your calling privileges may also be suspended for non-payment.  A $20 fee will be required to restore your telephone service.  Please remember that when your service is suspended for non-payment, your monthly recurring charge will continue to accrue until you fill out a “Cancellation of Service Form” and personally submit it to the Office of Telecommunications.

 

-- 10.   It is the responsibility of the student to contact the Office of Telecommunications if you do not receive your telephone bill by the tenth of the month. Bills are emailed to the student’s TCNJ email account around the first of the month. You may stop by the office to request a paper copy of your bill. You may view your telephone account online through the Telecommunications web page.

 

--   11.   Suspensions or cancellations for any of the above reasons may also result in the imposing of additional

terms and conditions as deemed appropriate by The College.

 

-- 12. TELECOMMUNICATIONS RESERVES THE RIGHT TO REFER PAST DUE ACCOUNTS TO THE OFFICE OF STUDENT FINANCIAL SERVICES FOR COLLECTION AND DENY PERMISSION TO REGISTER, RECEIVE TRANSCRIPTS, OR OBTAIN OTHER COLLEGE SERVICES UNTIL THESE ACCOUNTS ARE SETTLED.

-- 13.   Per Student Financial Services, if your past due account is not paid it will then be considered delinquent and referred to a collection agency for processing.  You will be responsible for all collection costs, including attorney and court costs.  Also, your delinquent account will be reported to a National Credit Bureau, which may affect your ability to apply for future loans.

 

-- 14.   Fraudulent use of the telecommunications system, including unauthorized use of authorization codes will not be tolerated.  Fraudulent calls will be researched and abusers will be identified and turned over to the proper

College authorities for disciplinary action.   Appropriate penalty fees will be imposed as needed.   Each person is responsible for the protection of his/her authorization code.   Protect it in the same manner as any credit card or personal identification number.   Do not share it with roommates or leave it lying around for others to see.   Additionally, protect your telephone by locking your room when it is unoccupied.   If your authorization code is lost or stolen, contact the Office of Telecommunications in person.   At that time, your code will be deactivated and a new one issued ($5 fee).   You will be responsible for all calls made prior to your notification to the Office of Telecommunications.

 

-- 15.   You must notify the Office of Telecommunications of any room change.  A "Change of Room" form is available from the Office of Telecommunications. You will be liable for all charges on your bill prior to your notifying the Office of Telecommunications. Do not rely on other College offices to report your room change for you.   This should be submitted personally.

 

 

-- 16.   You may cancel your telephone service at any time.  You will need to fill out a "Cancellation of  Service" form available from the Office of Telecommunications.  You will be liable for ALL charges (including "Monthly Recurring Charges") on your bill, including a prorated monthly charge, prior to your notifying the Office of Telecommunications.  This means that the monthly recurring charge will continue to accrue each month on your account until the date you submit the cancellation form to our office.  Please remember that a withdrawal from the college, December Graduation, or relocation to off-campus housing does not automatically cancel your TCNJ Residence Hall Telephone Service.  Telecommunications can not consider an idle or delinquent account as an indication of intent to cancel.   Cancellation of service can only be accomplished through a completed cancellation form, personally submitted by you to the Office of Telecommunications .

 


 

 

LONG DISTANCE INFORMATION

 

INTERNATIONAL CALLS:

The rates for international calls vary and can be more than you expect to pay.  Please call our office (x2595) to obtain rate information for the country you will be calling before you dial.  You will be responsible for payment of all international calls made with your authorization code, so know the rates before you call.  To better assist you, we will need the country code, city code, and the first few digits of the phone number you will be dialing.  Please have this information ready when you call or stop in.  (To make an international call: Dial 8, 0, 1, 1, country code, city code, phone number, your authorization code.)

 

FCC COMPLIANCE:

Currently, The College of New Jersey has selected Verizon long distance service for all calls made outside the local calling area.

 

For Verizon Customer Information call 1-800-339-9911. To reach other long distance carriers dial the 800 number furnished to you by that carrier (telephone credit card). Direct comments or complaints to:
